本研究探讨福建省漳州市的古雷石化基地，在石油价格下跌与新冠疫情发生的背景下，其近期间台湾相关投资案的政治经济发展，以及国际厂商沙特阿美在古雷与中国东南沿海布局。古雷石化基地承接闽台，希冀善用海西的优势来发展石化聚落；然而两岸关系在疫情后更形复杂，而国际大厂看重中国与东南沿海的发展，其中沙特阿美（与SABIC）视古雷为重要发展据点，古雷扮演国际石化工业布局的一环。本研究提供近期的视角来看古雷与漳州石化业的发展。

We study the Fujian-based Gulei Petrochemical Industrial Park (Zhangzhou City). With its geographical proximity to Taiwan and its attraction to International Oil Companies (IOCs), Gulei Industrial Park strives to maintain investment relations and expand production capacity against the headwinds of COVID-19 pandemic, volatile cross-strait relations, and oil price competitions. The petrochemical cluster features its economic and social ties with Taiwan, and prominence of Saudi Aramco’s (which merged SABIC in June 2020) strategic investments in southeast China. We offer a more recent view on the development of Gulei and Zhangzhou petrochemical industry.
