“两头在外”电商扶贫模式的创新研究
Innovation Research on E-commerce Poverty Alleviation Model of “Supply Chain and Final Product Market Are Both Outside”
随着精准扶贫不断深入,扶贫面不断收窄,扶贫形式及内容日趋复杂,脱贫攻坚进入“最后一公里”。本文聚焦电商扶贫创新为主脉络,重点选取甘肃省中天创客电子商务有限公司为研究对象,通过经验总结法与探索性研究,深入分析传统电商扶贫的现状和痛点。理论上系统地总结出以电商技能实训为抓手,以全国供应链和全国市场为依托创新的“两头在外”商业模式,实践上解决传统电商扶贫模式在电商基础设施落后、电商人才匮乏、物流仓储体系不完善的深度贫困地区里,不可持续、难以开展的现状和痛点,并创新传统的扶贫模式,构建出“两头在外”电商扶贫新模式,带动精准脱贫。

With the deepening of targeted poverty alleviation, the scope of poverty alleviation has been narrowed, and the forms and contents became more and more complex. The poverty alleviation campaign has entered the “last kilometer”. This paper focuses on e-commerce poverty alleviation and innovation selects Gansu Zhongtian as the research object. Through experience summarization and exploratory research, this paper deeply analyzes the current situation and pain points of traditional e-commerce poverty alleviation. Theoretically and systematically we summarized the e-commerce skills training as the starting point and the national supply chain and the national market as the basis of innovation of the “supply chain and final product market are both outside” business model. In practice, we solved the current situation and pain points of traditional e-commerce poverty alleviation model that is unsustainable and difficult to carry out in the deep poverty areas with backward e-commerce infrastructure, insufficient e-commerce talents and imperfect logistics and storage system. A new e-commerce poverty alleviation model of “supply chain and final product market are both outside” model is innovated to drive targeted poverty alleviation.
