厦门市新旧动能转换发展水平测度研究

近年来中国经济从高速增长转变为注重结构性增长的“新常态”阶段,要推动中国经济持续健康增长,就要转换经济发展方式以进行供给侧改革。因为新旧动能的转换,能很好地兼顾新兴产业和传统产业的协调发展,更加符合经济发展的高速增长转向高质量发展阶段。本文旨在研究讨论目前厦门市新旧动能转换发展水平,从新旧动能转换发展面临的问题出发,分析并探讨经济增长中应侧重调整的政策性发展措施;并以经济发展的视角出发,从需求侧和供给侧双侧选取10个指标,构建新旧动能转换发展水平的评价指标体系,并运用CRITIC赋值法对新旧动能转换发展的现状进行了测度。研究结果显示厦门市新旧动能转换处于转型的后期阶段,本文并依据测度结果,从资本供给和创新供给两个维度为促进经济增长提供政策性意见。

Recently China's economy has changed from a high-speed growth to a “new normal” stage focusing on structural growth. To promote China’s sustained and healthy economic growth, we need to change the mode of economic development and carry out supply-side reform. Because the transformation can well coordinate development of new and traditional industries, it is more in line with the high-speed growth of economic development to high-quality development stage. The purpose of this research is to study current development level of new and old kinetic energy conversion in Xiamen. Starting from the problems faced by the conversion, this research analyses and discusses the policy development measures that should be focused on adjustment in economic growth. Ten economic indicators are selected from demand and supply sides to construct the evaluation index system, and the kinetic energy conversion is measured by CRITIC valuation method. Results show that the transformation of new and old kinetic energy in Xiamen is in the late stage of transformation. Based on the measurement results, policy advices are provided for promoting economic growth from two dimensions of capital supply and innovation supply.
