“一带一路”倡议下我国出口跨境电商的发展、问题与对策
The Development, Problems and Countermeasures of China's Export Cross-border E-commerce under the Belt and Road Initiative
跨境电商的发展为中国外贸转型提供了新动能。出口跨境电商面临着政府监管加强使企业经营不确定性加大;物流效率低、成本高;跨境支付不够便利,资金跨境流动存在一定风险;企业知识产权意识薄弱,产品同质化等问题。为此,提出应抓住“一带一路”的发展机遇,积极开拓新兴市场;国家层面积极推进电子商务国际合作,为跨境电商发展创造有利的国际规则环境;以各级政府为主导构建全方位、高效率的综合服务体系,提升跨境电商贸易便利化;加快跨境电商物流基础设施建设,完善海外仓系统,提高跨境服务效率;创新跨境电商金融服务,加快发展区块链技术;加强出口品牌建设,提高竞争力等对策。

The development of cross-border e-commerce has provided new dynamism for China's foreign trade transformation. Export cross-border e-commerce faces the strengthening of government supervision to increase the uncertainty of business operation; low logistics efficiency and high cost; cross-border payment is not convenient, and there are certain risks in cross-border capital flow; corporate intellectual property awareness is weak, product homogenization and other issues. It is proposed that we should seize the development opportunities of the “Belt and Road” and actively explore emerging market; at the national level, promote international cooperation in e-commerce,create a favorable international regulatory environment for cross-border e-commerce development; build a comprehensive and efficient service system led by governments at all levels, improve cross-border e-commerce trade facilitation; accelerate the construction of cross-border e-commerce logistics infrastructure, improve overseas warehouse systems, and improve cross-border service efficiency; innovate cross-border e-commerce financial services, accelerate the development of blockchain technology; strengthen the construction of export brands and improve competitiveness.
